Compact needs to be able to properly accept insurance/HSA payments when surcharging. Currently all are declined due to surcharge.
Compact needs to have credit only files where pin debit prompt is turned off and doesn't require you to by-pass pin
Compact does not allow merchants to accept insurance payments via surcharging. It adds the fee so transaction is declined by insurance companies.
