Don't delete Items if an Order is combined with another Order
When an order is combined with another order it has the Items coming up under Deleted Items in Reporting.

Employees should have the functionality to combine orders but unable to delete open orders. Currently the system requires that an employee have both combine and delete permissions. I would not like employees to be able to delete orders without a manager override. I would however like them to be able to combine tabs without an override.
