Allow merchant to create a price for an item that adjust cost + tax for a certain charge amount

A lot of bars like to use an inclusive tax for their liquor items to eliminate the need to make change on a cash transaction. This allows them to price their items with the tax included in the price, but still have a line item on their reports showing the liquor tax (inclusive tax). We would need to be able to designate which items get the inclusive tax vs exclusive tax so that food items could be handled differently. Most people I have worked with prefer to continue using exclusive tax for food items.
