Discounts by Employee Clearance
Have permissions for employees on which discounts can be used. Instead of all or nothing.

Having different permissions for different discounts. Currently, if we turn on discounts for "employee" they gain access to every discount that managers have. Full comps shouldn't be available to every user, but military discount should...for example.
