Hello,
This feature is under review.
A current workaround is to set up one device with counter service (tip on tablet) and another device with tip on paper.

You can do this!
1. Go to the SetUp App
2. Scroll down to the Tips section
3. Click Tip Entry Location
4. Change the tip entry location to On Device (or on paper)
5. Select "Apply To" and only click On This Device.
You will have to repeat the steps for each device!
